 Employers Fight Tough Measures on Immigration

“We’re not hiring illegals, we’re not paying under the table,” Mr. Gilsdorf said. “But if we don’t get in under the cap and nobody is answering our ads, we don’t have employees.” His group, Colorado Employers for Immigration Reform, is pressing Congress for a much larger and more flexible guest worker program.

Unhappy California businesses won the support of Mayor Antonio R. Villaraigosa of Los Angeles, who wrote a letter in March to Homeland Security Secretary Michael Chertoff criticizing immigration agents for aiming raids at “established, responsible employers” in the city and urging him to focus on those with a record of labor violations.

In Virginia, an employers’ coalition headed off bills that would have closed businesses that hire illegal immigrants and would have required all employers to participate in the federal system to check the working papers of new hires, which is known as E-Verify. Business groups nationwide oppose mandatory use of the system, which is now voluntary, because they say the Social Security Administration database it draws upon is full of errors that could lead to job denials for American citizens and legal immigrants and bureaucratic overload for the agency.

Virginia employers said they learned a lesson last year after the broad immigration bill they supported failed in Congress.

“The silent masses of businesses out there should have been on the phone with their Congressional representatives calling for rational reform,” said Hobey Bauhan, president of the Virginia Poultry Federation, whose members include some of the biggest low-wage employers in the state. Virginia lawmakers ultimately adopted verification rules aimed at employers who systematically hire illegal immigrants.

In this legislative session, Arizona businesses rallied behind a bill to create what would have been the first state guest worker program in the country. Their advertising campaign used the slogan “What part of legal don’t you understand?” — a tweak of the battle cry of their opponents, who use the same phrase with the word “illegal.”

Arizona employers said they knew that passage would be difficult for the bill, because only the federal government can issue visas to immigrant workers.

Although the bill never came to a vote, employers said the debate helped make their views known in Washington.

“It’s a message to the federal government,” said Joe Sigg, director of government relations for the Arizona Farm Bureau, “that we need a legal and reliable means to recruit workers.”

Employers’ groups have not succeeded everywhere. Under a bill passed this year, Mississippi is the first state to make it a felony for an illegal immigrant to work. The measure also allows terminated employees to sue their employer if they were replaced by an illegal immigrant.

President Bush on June 9 ordered all federal contractors to check new workers with E-Verify. The administration is pressing forward with a rule that would pressure employers to fire within 90 days any worker whose identity information does not match the records of the Social Security Administration, as frequently happens with illegal immigrants. The first version of the rule was held up last year by a federal court injunction.

While many businesses have come forward, they say they speak for many others with immigrant workers that are lying low after finding that the crackdown has left them in a perilous legal bind. While raids and sanctions are increasing, employers with low-wage immigrant workers are barred by antidiscrimination rules from examining identity documents of new hires too closely or checking the immigration status of employees after they have been hired.

One employer facing this problem is the chief executive of a $20 million company on the outskirts of Los Angeles that assembles electronic parts. She said she had come to fear that her company — including its legal workers — is at risk of being crippled by an immigration raid.

The executive spoke on the condition that neither she nor her company be identified by name, for fear of attracting immigration authorities.

A human resources manager who worked for the company a decade ago hired a number of workers without conducting an extra check of their documents with the Social Security Administration, the executive said. Now she has received notices from the agency of mismatches in the identity documents of 20 workers who were hired 10 years ago, out of 90 workers on the assembly floor today.

Because of the antidiscrimination rules, the executive cannot check to be certain that the 20 workers, mainly Hispanic women, are illegal. Moreover, they have advanced through training, she said, and excel at their jobs, which require the repetitive assembly of tiny parts by hand, often under microscopes.

“I can’t replace those people,” the executive said. She said that despite offering competitive wages from $9 to $17 an hour, the company had failed over the years in repeated efforts to attract nonimmigrant workers because of the state’s tight technology labor market and because of the nature of the work, exacting and tedious. If the workers were fired or arrested, she said, she could fail to meet her contracts.

“If we have to terminate 20 people, that’s going to jeopardize 100 other jobs of people who are legal, Americans, people who are making a good living,” she said.

Angelo Paparelli, an immigration lawyer who represents the company, said: “This is not an employer who wants to turn a blind eye to lawbreaking. She is facing a tightening of the enforcement vise that does not take into account Congress’s failure to create a workable system.”

California employers were shocked by the raid earlier this year at Micro Solutions Enterprises, an established manufacturer of printer cartridges that is based in Los Angeles and has more than 800 workers. Officials said 138 workers were arrested. In a message to his customers, Avi Wazana, the Micro Solutions owner, said the company had been verifying the legal status of all new hires through federal programs for nearly a year.

Bush administration officials said the crackdown was the price employers must pay to persuade voters to agree to open the gates to immigrant workers. In an interview, Mr. Chertoff, the homeland security secretary, said, “We are not going to be able to satisfy the American people on a legal temporary worker program until they are convinced that we will have a stick as well as a carrot.”

 NIPSCO will increase charge for natural gas

If you're a NIPSCO customer, expect to pay a little more on your utility bill starting this month. The company is increasing its natural gas rate for July by 14.8 percent.

Electric rates could change next year or in 2010. But right now, it's unknown whether rates will go up.

"It isn't a slam-dunk they're going up," Northern Indiana Public Service Co.'s chief executive officer, Eileen O'Neill Odum, told the Post-Tribune on Wednesday. "We're not expecting any rate shock. At most, a modest percentage."

The natural gas increase comes because the company pays more to buy the gas. NIPSCO does not add anything for its own profit.

"The company passes on the costs of natural gas directly to customers without any markup," the company said in a news release.

A typical NIPSCO residential customer who used 50 therms of natural gas in June should expect an increase of about $14.42 on the July bill. The exact increase depends on individual use. The service costs for gas delivery and state and local taxes also vary with gas use.

NIPSCO recently filed papers with the Indiana Utility Regulatory Commission indicating the company will change the electricity rate in September 2009 or 2010. The utilities commission has to approve adjustments to NIPSCO's gas supply charge.

An announcement about whether electricity rates will change, and by how much, is expected Aug. 15, which is when the utility will file proposed rates with the state.

People will be able to comment at a public hearing later.

In Minnesota and Wisconsin, tens of thousands of utility customers are already behind on their utility bills due to the slumping economy, according to Xcel Energy.

NIPSCO wouldn't comment on whether more customers in Northwest Indiana will get behind on their utility bill as a result of the gas increase.

NIPSCO encourages customers who want consistent monthly payments to sign up for a budget plan.

If you're having trouble paying your NIPSCO bill in full or on time, the company offers several programs to help people who can demonstrate a financial need.

In the Home Energy Solution pilot program, people whose income is just above the federal poverty level and who don't qualify for other assistance programs, can get a free energy audit from NIPSCO to find out how energy efficiency in their home can be improved. The company will also pay for the improvements.

Meanwhile, McCain received $112,000 in Keating donations, flew 9 times on Keating jets and visited his posh retreat in the Bahamas at least 3 times. McCain is also known for nasty, rude comments on Chelsea Clinton, for sending warm birthday wishes to a mafia boss, and a mean quick temper. CLICK HERE for details.

Bill Bradley : This self-styled reformer was the second worst in Congress (out of 535) for taking "fact finding trips" (junkets) paid for by special interests. And a nonpartisan watchdog group called him "The King of Bundling", which is a way to evade campaign finance limits by having your friends, business colleagues and/or family also make maximum donations. John Ashcroft: this self-styled moral crusader of the far right, and former Missouri governor, has been involved in several allegedly corrupt deals. He declared an "economic emergency" and pushed through $140 million in state funds to build an 18-mile freeway that opened up a major contributor's land for development; Ashcroft and his wife got a good deal on a boat from a political contributor and didn't pay personal property tax on it until a newspaper questioned him on it; the contributor received $1 million in state contracts during Ashcroft's administration. Historical Scandals
Contrary to popular opinion, scandals go back long before Monica and even Watergate, and so do problems with media reporting. Juicy scandals involving such esteemed presidents as
Thomas Jefferson, Grover Cleveland, and George Bush, Sr.

The affair between Thomas Jefferson and Sally Hemmings, one of his slaves, has recently been supported by DNA evidence. While the DNA data leaves open the possibility that close relatives of Jefferson fathered Hemmings' children instead of Thomas, a study of other evidence by the foundation that manages Monticello confirmed it was Thomas. The key evidence is that the other potential fathers weren't at Monticello at the time of her conception, while the ex-president was.

According to an excellent article in the Wall Street Journal (9/23/97, pA1), this scandal was reported in the Richmond, VA Recorder in 1802 by James Callendar, a British-born reporter, who didn't have any particular evidence to back up his charges. Callender also reported that Alexander Hamilton had been in an extramarital affair.

Later on, during the 1884 presidential campaign, Grover Cleveland faced allegations that he had fathered an illegitimate son, and did an amazing thing, which helped him win the election. Basically, he admitted it, told the truth and took full responsibility, something we wish more politicians would do. Here is the full story, as told by reader and contributor Steve Ross:

- During the 1884 presidential campaign, a woman named Maria Helpin went public with a story that Cleveland had fathered a child with her. The boy did exist, and he was named Oscar Folsom Cleveland.

- Cleveland did something unprecedented in political history. He sent a telegram to his campaign managers telling them to "tell the truth" and published the entire story, which was:

- Back in 1874 both Cleveland and Folsom, his law partner, had sexual relations with Helpin, a very unstable woman who probably had a case of nymphomania. Cleveland knew of several other men she had been involved with.

- Helpin became pregnant, but there was no way to know who the real father was. There was a chance that Cleveland or Folsom might have been the father. She had no way of supporting herself and a child, and was slipping into mental illness. All all the men in Helpin's life tried to wash their hands of her, and the son she bore, except Cleveland.

- Cleveland took over financial reponsibility for the boy until an adoption could be arranged and named him after his law partner and himself. Oscar was adopted by a couple in western New York and Helpin was eventually institutionalized.

In coming clean Cleveland turned the tables on the Republicans. Corruption and honesty were major issues in the 1884 election, and voters were so impressed by Cleveland's courage in telling the truth, and angry about corrupt favors accepted from the railway industry by Blaine, that he swept New York, the state in which the Republicans had tried to whip up a scandal frenzy. In those days New York held enough Electoral College votes to dominate presidential elections. His take of the popular vote was only 48.5% vs 48.2% for Blaine." Two years later, when Cleveland married the much younger Frances Folsom in 1886, newspapers gave them the full celebrity treatment, even following them on their honeymoon and reporting some details.

More recently, Presidents Roosevelt, Eisenhower, Kennedy, and Johnson have been shown with reasonable certainty to have had extramarital affairs. George Bush Sr. is alleged to have had a long-running affair with Jennifer Fitzgerald, a State Department employee who assisted Bush at most of his posts over the years ("She worked under him in a number of positions," the joke goes.)

1996 Candidates

WARNING: We don't update candidates' pages after an election is over. So these pages are frozen at November 1996 and that's not going to change, unless they run again. OK, we threw in some Lewinsky stuff when that erupted, so that part is frozen at 1998.

Bill Clinton: Where do we begin? With Monica Lewinsky, of course. But there's other stuff besides adultery: admitted pot smoking, draft dodging, shady failed Whitewater development. His wife Hillary has the more significant scandal: the miracle $100,000 commodities profit. Bill's character: The ultimate baby boomer, just wanna go along with the crowd guy. Arlen Specter: Specter suspended his race, not so much because of his skeletons, but because there isn't room in Republican primaries for a pro-choice candidate. Ask the right wing activists who attacked Colin Powell before he withdrew.

Morry Taylor: Blowhard vanity candidate, left a superfund toxic waste site in his old home town, which taxpayers are cleaning up. Ridiculed a school girl for stuttering in front of a large crowd. A history of failures that he blames on others. Quotes.CLICK HERE for details.

Richard Lugar: Actually, he seems to be a pretty upstanding guy: more conservative than he lets on, but open minded and not dogmatic. He actually served in the military (Navy) AND is happily married to his first wife. Some question his involvement in the consolidation of Indianapolis with the surrounding county.
